Town of Lockport State of Emergency

the Town of Lockport is presently faced with an emergency due to the spread
of the COVID-19 virus, beginning at 7:00 A.M. on Monday, March 16, 2020, Mayor
Edward Reinhardt declares a state of emergency pursuant to the LOUISIANA HOMELAND SECURITY AND EMERGENCY ASSISTANCE AND
DISASTER ACT, La R.S. 29:737, et seq. A statewide public health
emergency is declared to exist in the State of Louisiana as a result of the
imminent threat posed to citizens by COVID-19, which has created emergency
conditions that threaten the lives and health of the people in the state and in
the town.

In accordance with
this declaration, the Mayor reserves the right to take all necessary emergency
response measures allowed by La. R.S. 29:737, including but not limited to:

 Suspending the provisions of any municipal regulatory ordinance
prescribing the procedures for conduct of local business, or the orders, rules,
or regulations of any municipal agency, if strict compliance with the
provisions of any ordinance, order, rule, or regulation would in any way
prevent, hinder, or delay necessary action in coping with the emergency.

 Utilizing all available resources of the municipality as reasonably
necessary to cope with the emergency.

 Transferring the direction, personnel, or functions of municipal
departments and agencies or units thereof for the purpose of performing or
facilitating emergency services.

 Directing and compelling the evacuation of all or part of the population
from any stricken or threatened area within the municipality if he deems this
action necessary.

 Prescribing routes, modes of transportation, and destinations in
connection with evacuation within the municipality.

 Controlling ingress and egress to and from the affected area, the
movement of persons within the area, and the occupancy of premises therein.

 Suspending or limiting the sale, dispensing, or transportation of
alcoholic beverages, firearms, explosives, and combustibles.

Furthermore, the
mayor reserves the right to request assistance from the Governor’s Office of
Homeland Security and Emergency Preparedness or the Lafourche Parish
President’s Office of Homeland Security and Emergency Preparedness, and this
declaration of a local emergency will serve to activate the response and
recovery program of the Town of Lockport.

Nothing in this
declaration is intended to usurp the authority or powers of the Governor of the
State of Louisiana, any federal authority, or the Parish President for
Lafourche Parish to respond to this public health emergency.

The Lafourche
Parish President shall be promptly notified of this declaration.

NOW THEREFORE, BE IT RESOLVED BY I, Mayor Edward Reinhardt, Town of
Lockport, that this order is effective upon my signature and shall remain in
effect from Monday, March 16, 2020 until further notice.
